Excel '02 doesn't use previously saved data when link fails

I have a speadsheet which is linked to four other
spreadsheets, when these links are unavailable Excel 2000
uses the data from the last previous active link, but
Excel 2002 (XP) just gives me #REF! in every cell because
it cannot update.

How can I tell Excel 2002 to use the previously saved
info when a link fails?
