Based on your description I'd say there is a third-party add-in attempting
to modify your command bars (toolbars/menu bar) which no longer exist in
Excel 2007. The solution to the problem is to find the add-in and disable it
so it no longer attempts to run when Excel starts. First check your XLStart
folder (there might be two of them, one in your profile and one in the
installation path) and see if you find any files. If found, move them out of
the folder and then try starting Excel. If that's not it then click the
Office Button, click Excel Options, then click Add-ins. Scan the Add-ins
list and see which add-ins are active and note the type. Then at the bottom
of the dialog box use the Manage button to display the respective dialog box
(the Add-in type). Try disabling those you think might be the culprit and
then restart Excel.
