Excel 13 margins & electronic signatures

I have a worksheet with margins set to 0 all the way around, but I'm getting 5/8". What am I doing wrong?

I want to put this worksheet onto a Galaxy Tab (stylus) and have someone sign it from the tab. Is there a way to incorporate that? If not, is there any other way to incorporate a live electronic signature?
