Excel 2000 does not open on dbl clk

Every time I try to open excel 2000 I get the Excel Logo
and then nothin happens. After a while I get a dialog box
statin that Excel is not responding -- close/cancel
clicking on wither close or cancel the computer hangs and
have to be rebooted. All the items in "Start" will not be
there and computer has to be booted cold.. CAN ANYONE
HELP????
