excel 2000 macro security warning on new workbook

I start excel and get the 'this workbook contains a type
of macro (excel 4.0 macro) that cannot be disabled...'
warning message before a NEW workbook opens. In fact, I
get this message when I create a new workbook or open
existing workbooks with no macros. Clearly a new workbook
could not contain any macros. Does anyone know what's
going on?
