excel 2000 wont let me create chart

is there something that I could have done to shut off the charts?
It wont let me select the chart icon.

THANKS TO ANYONE THINKING ABOUT THIS ONE - THE WORKBOOK WAS SHARED!
NOW IT IS NOT AND I HAVE MY CHART!!
DUH
