Excel 2000 won't open

My boss is having problems with his Excel program. When he
tries to open it gives "cannot use linking and embedding"
error. If he clicks OK it goes to blank/gray Excel window
and if he tries to open a file it gives "An error occured
initializing VBA libraries(14)".
Any suggestions on how to fix this?? Our IT guy has
reloaded the program twice and it worked for a day but
problem has returned. Any suggestions would be helpful.
