Excel 2002,Cell format, General in Category list.

I want to be able to input the year 2003 without it being
20.03. I do not want the default. How do you change
General to just insert whole numbers without decimals
placement.

Sounds like you have Fixed Decimal turned on. Go to Tools/Options/Edit and uncheck Fixed
Decimal.
