Excel 2002 new window kills sheet tabs.

In my Excel 2002 workbook, I display sheet tabs.

If I open a new window (with Window / New Window), the tabs are gone.
I gotta click Tools / Options / View / Sheet tabs to redisplay them.

Unfeature? Or is there some mystical Remondian purpose to it all?
