Excel 2003 crash

I have installed office 2003 standard and added service pack 3 (English
version). When I change my regional setting to Germany Excel crashes when I
exit. I didn't have a problem when I only used service pack 2.

Any body know what's going on or how I can get around this while still using
German settings?
