Excel 2003 cross-sheet hyperlinks not working in exported web page

I have Excel 2003 with all of the updates installed.

My spreadsheet has cross-sheet hyperlinks. When I export the spreadsheet as
a web page the hyperlinks are not working.

I found a reported problem about this for excel 2002 which had a fix in a
service pack. I assumed it would have been fixed in the 2003 edition.

Is there anything additional that I need to do to get these cross-sheet
hyperlinks to work in Excel 2003 for XP?
