Excel 2003 drag and drop a jpeg file invokes converter and fails

Has anyone ever seen Excel invoke the converter and then fail because it
cannot determine the image file format when dragging and dropping a jpeg
image from a Blackberry device. I can insert the image via insert picture
but not drag and drop.
