Excel 2003 Excel Error: Object Reference

I am tring to download an Excel file from a State website, but when I do I
get the following error. Excel Error: Object Reference not set to an instance
of an object.
It shows the column headings for the information, but the rest of it is
blank. Any idea how to fix this?
