Excel 2003 - file error: data may have been lost

Attempting to open Excel 2000 file in Excel 2003 and get the error "File error: data may have been lost"; click "ok" and then a message indicating that "macros are disabled because the security level is set to High..." and OK The workbook opens, but literally no data displays. I've also done "open and repair", but no data is recovered. Any ideas? Thank you.
