Excel 2003 has made all files read-only

All of a sudden my Excel 2003 files have become "read-only" on my hard drive.
I can not save with another name either. Even a new form can not be saved
because it's read-only. I have tried all the obvious places to
change/uncheck, they do not work because I get an "error applying attributes"
message .
