Excel 2003 removes quotes around CSV fields

When I manipulate a CSV in Excel 2003, then resave it as a CSV, for some
reason it removes the quotes that are around each field if i open the
original CSV in Notepad and compare to the resaved one opened in Notepad.
same things happens if i just open and resave instantly, so its not something
i'm doing manually.
