Excel 2004 Mac reading txt file - character encoding

I download a CSV text file generated by one of our hosted web
applications and open it in Excel (Mac 2004, v11.2.0 - PowerBook OSX
10.4.4) : I can find no way to specify character encoding, and it
always seems to choose the wrong encoding, i.e. MacRoman instead of ISO
88... or Unicode.
Does anyone know of a way of opening such a file correctly ? Today, I
have to open it in Excel 2003 in Virtual PC, and save it immediately
back as XLS, before being able able to read characters correctly
decoded in Excel Mac 2004 ... and this is really annoying.

If choosing one of the non-Macintosh options from the File Origin
dropdown of the Text Import Wizard (Data/Get External Data/Import Text
file) doesn't fix it, I doubt that there's anything you can do within
XL04.

I've never run into this problem, so I don't know if the above will help.
