Excel 2007 - Navaigating tabs messed up

Running Windows 7 + Excel 2007. Whenever I view another program and come back
to Excel, the first time I have to select a different worksheet's tab it
doesn't jump to the tab. Instead, it brings up the program menu you get when
you right-click the program bar (absolute top of screen when maximized).
Restore, Move, Size, Minimize, Maximize, Close.

This interferes with my navigation because the word Close resides directly
over the tab I need to click.

I think I'm having the exact same problem and can't find a solution. I
