excel 2007 not closing without second click

i am used to closing excel 2003 with a single click to the upper right, red
X, which would then ask me if i wanted to save changed workbook, and then
close program .

in 2007, i am finding that it asks if i want to save changed workbook. then
i have to click the red X again to close program. (i am not just clicking
the X for the individual workbook.)

is this normal, but different, behavior for 2007?

I seem to recall you can circumvent this by unchecking windows in taskbar in
Excel options.
