Excel 2007 stops responding when sending file with Outlook 2007

In Excel 2007 when I select Send/Email and if Outlook 2007 is not open
already, Excel 2007 will not open Outlook 2007 and stops responding. If
Outlook 2007 is open, then the file is automatically attached to a new
message and sent. The problem happens only if Outlook 2007 is not open. My OS
is Vista Home Premium with SP1.

I've seen this happen with 2003. When I open Outlook, I believe the message
is in the Outbox.
