Excel 2008 Customized tool bar and Formula bar issues

1. Yo.. I carefully place all the icons and commands where I want them then, bingo, when I Quit Excel, they are lost when I launch it again. What am I doing wrong? I tried saving a template but no dice it does not maintain them either.

2. The Formula bar is separate and runs the full length of my display. Can't I place it in the Tool Bar sections where I have a choice of it or the cell for entries or editing? If I just turn on Formula and close it, it always launches full length again.
