Excel 2008 not opening a new page

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

I can click on the Excel.app and it will not open the program (or a new blank sheet).
I can click on a recent .xls or .xlsx file and it will open it correctly.

I have uninstallled, reinstalled. Threw the trash out. Rebooted the machine. Did the updates. Ran permissions. Nothing has helped.

Can anyone help? I have no idea what else to do.

Are you saying that you go to your applications folder, then the Office 2008
folder, and then double click on Excel and it won't open? What happens? Do
you get an error? Which one?

I have tried to run Excel from the dock and from the Office 2008 folder in Applications. It give me an error saying:

Microsoft Excel has encountered a problem and needs to close. We are sorry for the inconvenience.
