Excel Add-ins and personal macros don't load when opening files on

When I open Excel as an application, both my personal workbook with macros
loads as well as my add-ins, but when I open excel from a file (i.e.
worksheet file) neither of these things load. I have to close the file and
go back and open the application first and then open the particular file for
these to load. This is also affecting me with temp files (i.e. downloading
an excel file from the internet, none of my macros are available). Can
anyone tell me how to fix this problem? It used to work for me and now for
some reason does not.
