excel becomes unusable

I find that I have no popup dialogues for e.g. 'convert data to columns' or
'goal seek'. If I try to do anything that needs a dialogue box, excel
highlights the box but no dialogue appears for the details of the action. I
de-installed, re-installed and applied all the updates. Still no joy. Can
anyone help?
