According to the confirmation of Excel development team, there will not be
a hotfix for KB320369
The KB does not do a good job of explaining that the error is actually by
design. The problem occurs because earlier versions of Excel supported
localized object models, which allowed VBA macros to be written in
non-English languages. Because VBA calls into XL to run the OM(Object
Model) calls, the LCID passed during automation was used to decide which OM
type library to load and use for making those calls. This design ended up
causing more problems than it solved, so Excel changed their approach and
made its OM English only back in XL8. The problem is that the change to
English OM only would break older macros, unless this LCID check was used
and an error returned to VBA. So that is why Excel blocks non-1033 LCIDs on
late bound calls (or any call on dispinterface-only object). "Fixing" it
means removing the check and breaking a compatibility issue with VBA, so
Excel developers decided against it. The KB was meant to document that
issue and provide the solution that the caller can implement. There are no
plans to change this as long as VBA ships with Excel.
