Excel close program button inactive

The close program button (in the very upper-right corner
of the screen) is inactive every time I open Excel. I can
still use Alt+F4 or File Exit to close the program, but
I'd like to know if anyone knows how to fix the button so
it becomes active. (I'm the type who likes to fix things
if it's at all possible.)

I'd appreciate any input you have, even if it's
complicated.
