Excel copy and paste problems

I am having a problem with Excel 2000 running on w2k Pro.
I had the same problem last year with Excel 97 on Win98SE.

Why would Excel suddenly fail to allow me to copy sheets
within a book and between books? I start a new book at the
beginning of each year and it has worked fine until now.
The same thing happened last year and I had to start a new
book again in August because I never figured out what the
problem was. I understand there are no sheet or book size
limitations other than system memory, etc.
The book is only 4MB

Anybody know what's going on ?
