Excel date defaults to 1900 instead of 2000

Excel is formatting Macro inputted dates back to the 1900's if the user only
enters 04.
ie:- 04 equals 1904

I want it to equal 2004

What are the Windows Regional Options set to?

Open Control Panel and Regional and Language Options>Regional
Options>Customize>Date.

Set the limits under Calendar if necessary.
