Can dynamic charts work if the information is going horizontally instead of
vertically?

Yes. Adjust the OFFSET formula so that you specify 1 row and
COUNTA(...) columns.

Sure can. You need to adjust the formulas that define the dynamic range. For
example, adjust the OFFSET formula. The references go like this:

=OFFSET(reference range, rows down from reference range, columns right of
reference range, rows high, columns wide)
