Excel error

I have a user who is receiving this error when opening a particular
spreadsheet, "This workgroup has lost its VBA project, ActiveX controls and
any other programmability-related features." She is on Office XP with SP3.

Another user who is on Office 2003 does not receive this error.

Any ideas?
Any more info needed?
