Can I open an excel file using a PC and use Mac excel and save it back in excel PC?

The file formats are the same, so in general, yes.

Features & supported capabilities vary from one version to another, not only
between platforms but also within each platform. Therefore it ultimately
depends heavily on what the file contains.
