Excel files cannot be opened correctly

When i open a excel attachment directly without saving it
to the hard disk from my mail attachment it opens in a
small IE browser.which is not resizable, only it can be
minimized or closed. this happens only for WIN XP SP2
only. inside the browser i only see data and formula bar.
rest of the tools are not available.
this also happens when you open a excel file from the
internet directly. this works fine for win xp sp1. this
started occouring when i installed winxp sp2 on my
computer.We have firewall at our side.
