Excel Formula for equalising stock to sales rate

Hi - Does anyone know how to construct a formula that will perform the above
calculation? I have calculated stock volume allocation based on product mix
but now wish to realign the allocation on a regional basis to ensure a
balanced distribution to regions based on their YTD performance
