Excel hyperlink to jpg always opens with I-net Exployer

I need to open a .jpg file pointed to by a hyperlink in a
cell, with an application that will allow zooming. I
have set the jpg to always open with "Paint" or "MS Fax
viewer" but the hyperlink still opens it with Exployer no
matter what. Why does the hyperlink choose to use I-net
Exployer instead of the selected "Open With" and how to I
fix it. Any help would be appreciated.
