Excel ignores "Move selection after Enter" setting in protected sheet

When I protect a sheet in my spreadsheet, I noticed that
Excel no longer uses my setting from Tools->Options for
the Enter key. I want the Enter key to simply accept input
for a cell and keep the selection in the same cell.
Without a sheet protected, this works fine after I
deselect the "Move selection after Enter" option in Tools-

However, once I protect the sheet, the Enter key starts
moving the selection down. I actually noticed that it
moves the selection in whatever direction is set in
the "Direction" box under the "Move selection after Enter"
option, even if the Move Selection after Enter option is
unselected. If I unprotect the sheet, the Enter key works
as expected again, and keeps the selection in the same
cell.

Is this a bug within the protection function? Is there a
way around it - its important for our sheet that the Enter
key does not move the selection anywhere.
