Is it actually possible to transfer the Excel package or
download the whole thing onto a disc and install onto a
different PC?

Do you mean the workbooks you've developed? Yeah, no problem.

Do you mean the program that you bought from Microsoft? Then you might be
breaking your end user license even if you could do it.

(And with the way modern programs install stuff--registry, windows,
windows\system and all the other folders, it would be a daunting task to get it
correct manually.)

If you're looking for a cheaper version, you might be able to find an earlier
version on eBay or even a free program that might be sufficient for you:
http://www.openoffice.org, a 60-65 meg download or a CD

And if all you need is a viewer on that other pc:
http://office.microsoft.com/downloads/2000/xlviewer.aspx
