Excel is showing US instead of UK dates

All the settings on the servers are UK/English yet short dates in Excel are
showing US format.
We are using Windows 2003 servers running Office 2000 and all sessions are
via Terminal Services.
I have also checked all the local settings of the PC's (and Wyse terminals)
which are all showing UK/English.

Help or suggestions will be gratefully recieved.

control panel-regional and lanuagte options
see how it is configured. carefully change or ask your service engineer to
do it.

As mentioned in the beginning of my thread - all the settings are UK English
(this includes regional settings)!
Can anyone suggest a way forward?
