Excel linked to net send

Hi

I have a spreadsheet with names of users in a drop down
box which when the user is selected it shows their
machine ip address.

If there a way where I can have a box to input a message
(a1),then select a name out of the drop down box and then
use the net send facilty in windows to send the user the
message written in a1?
