Excel Mac to PC compatibility Issues

I am having Excel Mac to PC compatibility Issues.

I am using Microsoft Excel 2008 Version 12.1.3

I usually format with XLSX?

I am assuming the pc users I send to have different versions of Windows
one I know was windows xp?

Is there a way to send Excel documents to pc users that will be most
compatible
for PC Microsoft 2004 and up?

Save as Excel 97-2004 Workbook (.xls)
