In Excel 2002 (10.6501.6626) SP3 Opening HTML table with an entry 0008E9
(text - this *is* HTML) results in value 8000000000 in the Excel cell. Excel
is interpreting the value as a scientific notation number. HTML is text, so
the default action should be to read cell data as text and not use the
General cell format.
