Excel password protected file not opening

I am using the correct password, however, a pop-up window indicates that the
file may be read-only, or you may be trying to access a read only location,
or the server the document is stored on may not be responding.
Excel then will not close for quite some time and then I end up having to
shut down all files. Is there a cause and a cure for this to be happening? My
IT dept can't figure it out.

Most probably off topic but maybe not: To make sure you type in the correct
password, try to type it elsewhere (and see what you are typing) and then
copy from clipboard. On French keyboard for example letters A and Q are
replaced each other. It happens to me once I was pretty sure about correct
typing and I was wrong.
