EXCEL: Permission to wrkbk restrict:Inform. Rights Manag. config p

Dear All,

I am using MS Office 2003 EXCEL and have already tried to and installed
an EXCELff hotfix sent to me by Microsoft. The EXCELop file would not
install. This is all due to the following problem with EXCEL 2003:

When I attempt to open my EXCEL files with password protection on them I
receive the following message:

Permission to this workbook is currently restricted. Microsoft Office must
connect to https://licensing.drm.microsoft.com/licensing to verify your
credentials and download your permission.

When I click on the OK button I see the initiation of a new box indicating
and trying to download the permission, but this quickly closes and then I
receive the following message:

Your Information Rights Management configuration is invalid and needs to be
repaired. For more infomration, contact your system administrator.

I am the system administrator and now I need your help to repair this. All
of this happened after I removed The Norton Utilities, Antivirus and Internet
Security completely from my computer. Please help me ASAP... This is time
critical!

FYI: I found the crucial download via transfering the file to another
computer and then trying to open it there. Excel went and successfully
retrieved the Information Rights Management Download from this second
computer. I copied the file to the problematic computer and installed it
there also. The crucial file is called:
WindowsRightsManagementServicesSP2-KB917275-Client-ENU-x86 and is 2.3 MB.

I hope this doesn't happen to anyone else, but if so, I hope this helps !
