I am trying to add an image to a sheet as a background to make a comment pop-up tool. When I do Format -> Sheet -> Background it tiles it across the entire sheet. I only want the image in the first 32 rows and 24 columns. How do I do this?

It's not a perfect solution but you can try inserting the picture in the
header (View/Header and Footer, Customize Header, Insert Picture).
Format the picture to the size you want.

Other than Background (which can't be modified) and header/footers,
pictures exist on the drawing layer, which exists above the cells, so
you can insert the picture on the sheet (Insert/Picture...), and set
transparency appropriately - the disadvantage, of course, is that you
can't select cells "under" the picture.
