When opening a CSV file Excel forces its numeric cell formatting onto the
values in CVS files causing some values to display incorrectly and damaging
data in the end. E.g. a text value 11-12 changes into 11.XII. Changing the
format of the cell back to text gives weird values like 39062 and not 11-12
as in original.
Excel is then unusable aplication for editing CSV files.
