Excel Templates Won't Open

I can't open any Excel templates. I get an error message
that says "This workbook contains a type of macro
(Microsoft Excel version 4.0 macro) that cannot be
disabled nor signed. Therefore, this workbook cannot be
opened under High Security Level."

I have tried to change my permissions in order to open it,
but the permissions always seem to reset themselves.
