Excel toolbar growing large and causing slowdown at startup

I get this message when I start up Excel:

The toolbar file has grown big, and that I might want to rename it and this
will help with performance (this message is thrown by an Excel add on).

So I deleted the file, and Excel created a new .xlb file but it didn't help
at all.
