Each time I shut down Excel and then reopen I have to reset my toolbars. How do I fix it that it remembers.

If you're shutting down XL normally, it sounds like your preference file
may be corrupted (I'm assuming you don't start XL with the Shift key
down).

Try, with XL closed, deleting the

~:Library:preferences:Microsoft:Office 2008:Excel Toolbars (12)

file.
