Excel - Using the keyboard to access the menu

Hi, I upgraded to 2000. Now I cannot get to the menu
using ALT+E (for example to get to the Edit Menu)
Typically used to paste > special > as value which is
Alt+E,S,V and then enter. Now when I press ALT+E the menu
is not expaneded therefore it does not work.

How do I get this back
