Excel will let me open an existing document but shuts down when I open a new one

I have Office 2008 installed on my MacBookPro. It's been running fine until
last night when I downloaded some spreadsheets off the internet (from HUD).
Ever since then, Excel won't let me open up a new workbook. Instead, it says
that it has encountered a problem and needs to close. Word and PPT open fine.
Also, when I log in as an alternate user, Excel works fine.

I have run verified and repaired my disk. Also, I have gone into my
preferences library and deleated any microsoft preferences. I have no idea
what else to do. I am on a business trip and do not have my disk with me.
Please help me.

Disk Utility offers 2 operations in the same window - Verify/Repair Disk &
Verify/Repair Disk *Permissions*. The latter is the one that will most likely
correct the problem, but I have a suspicion that something else may be at
fault.

Make sure you have Office fully updated (12.1.5), then repair permissions &
restart your Mac. If that doesn't put things right please reply with as many
additional details as you can - especially pertaining to the download process
you followed for the HUD files, step-by-step.

Thank you so much for responding. I've done all you suggested (verify/repair
disk permissions, updating, and restarting) but nothing works. I also
cleared my microsoft preference library and this was no help.

Last night, I was doing some research and downloaded some spreadsheets from
the California Dept. of Finance:

After this, I can only open excel by clicking open an existing excel doc. I
cannot create new workbooks or even add worksheets to existing docs. before I
get an error message telling me that Excel has to shut down.

Well, there doesn't seem to be anything about the Governator's stuff that
should have caused the problem, so let's assume that to be coincidental.

First try logging out, then log in while holding the Shift Key. Also try
running Excel in a different/new user account. Post back with the results of
each of those steps. Also...

What do you mean by "cleared my microsoft preference library"? What -
specifically - did you remove?
