excel will not open files unless excel is open first

If I double click an excel file, excel will open but say it cannot find the
file.

If I open excel and use the open command, then it opens the file without any
problems....

this happened a few days ago when it was fine before.

Have installed excel 2003 and it still happens. It does not matter where the
file is stored.

Have run full updates of Office and windows 2000...

From the Excel menu choose Tools/Options/General and make sure the
"Ignore other applications" checkbox is not checked.
